            Applications, on prescribed form, are invited for the following posts from Pakistani citizens having domicile of Khyber Pakhtunkhwa / F.A.T.A by 02.01.2015 (candidates applying from abroad by 16.01.2015). Incomplete applications and applications without supporting documents required to prove the claim of the candidates shall be rejected.

1  (a)    RECRUITMENT TO FIFTY THREE (53) POSTS (46 FRESH AND 07 LEFTOVER) OF MEMBER OF SERVICES (B-17) IN GOVT: OF KHYBER PAKHTUNKHWA HEALTH DEPARTMENT.

Syllabus and standard for competitive examination for initial recruitment in BPS-17

(HEALTH MANAGEMENT CADRE )

1. The Examination shall include General Compulsory and Specialized Compulsory Subjects and every candidate will take all the compulsory subjects.
2. A candidate shall answer the papers in English unless otherwise directed. However, the paper in Islamiyat may be answered in Urdu or English.
3. The total marks of General Compulsory Subjects are 350 while there should be two Specialized Compulsory Papers of 400 marks each covering 200 marks.
4. Psychological Aptitude Test     50   Marks
5. Viva Voce                                 200 Marks
6. The General Compulsory and Specialized Compulsory Subjects and maximum marks fixed for each subject shall be as shown in the statement below:-

Topics: Planning, Planning Cycle, Strategic Planning, Management, Project Management, Hospital Administration, Financial / Stock Management, Human Resource Management, Total Quality Management, Leadership, Decision Making, Organization, Effective Organization and Culture, Organizational Behavior, Human Factor and Motivation, Social Responsibility and Ethics, Management and Society (External Environment), Management of Training and HRD, Communication, Management Information System, etc.

2. Epidemiology, Health System Research, Public Health                                200 marks     and Disease Control (Single Paper)

Topics: Epidemiology, Research Methodology and Biostatistics, Health Systems, Surveillance and Disease Control, Monitoring & Evaluation, Infectious Diseases, Epidemiology and preventive methods, Reproductive Health, Occupational Health, Environmental Hazards and Sanitation, Nutrition with related disorders and prevention.

7.     In case of non-Muslim, the paper of Pakistan Studies and Current Affairs will be each of 75 marks instead of Islamiyat.

8.     No candidate will be called for Psychological Aptitude Test unless he has obtained 40% marks in individual subject with aggregate of 50%.

9.     The passing marks in Psychological Aptitude Test are 40%. Those failed will not be called for the interview.

10.   The passing marks for Viva Voce are 40%. The candidate failing in interview or remained absent will not be included in the merit.

11.   The selection of selected candidates will be purely on merit as per Zonal Allocation Formula notified by the Establishment Department.

12.   In case of a tie, the order of merit will be determined in accordance with the total number of combined marks achieved in Psychological Aptitude Test and interview. In case of tie in this case even, the decision will be on the basis of marks obtained in compulsory subject. Even still if there is a tie, the order of merit will be on the basis of age.

Note: - Grace marks are not allowed.

GENERAL CONDITIONS

i)                          Age will be reckoned on 01.01.2015­­­­­­­­­­­. There shall be a Competitive Examination in accordance with the Syllabus given above. The candidates are required to be academically qualified in all respects by 02.01.2015. Any candidate who does not possess the required qualification by the material date will not be considered. Two years optimum relaxation shall be allowed to: -

a)  Government servants with a minimum  of two years’ continuous service

b)  Disabled persons; and.

c)  Candidates from backward areas.

ii)             Degrees / Experience Certificates / Testimonials of unrecognized institution are not accepted. Only original Degrees / Certificates are accepted, however, the candidates can apply on provisional certificate signed by the Controller of Examination of the respective institution. The candidates shall have to produce original degrees / certificates till last date of interviews. Detail Marks Certificates shall necessarily be required and these should be attached with the application forms.

iii)            The candidates are required to apply on the prescribed application form obtainable from the listed below branches of the NATIONAL BANK. The application Fee is Rs.285/- for all candidates. In addition to application fee, the candidates will have to pay Rs.15/- on account of Bank charges. Application form obtained other than the specified branches of the National Bank will be considered invalid and such applications will not be entertained. The application on plain paper or photostat shall not be accepted. Incomplete applications if not supported by requisite documents or late applications shall also be rejected.

iv)           Only one application will be sufficient for the above posts, the candidates intending for different categories mentioned above should however indicate the categories/quotas in the application form.

v)            Candidates can also apply online through the Commission’s website (www.kpppsc.gov.pk). However the application fee needs to be deposited in State Banks of Pakistan or a National Bank of Pakistan Branch under head of account No. C02101- Organs of State-Examination Fee of KP PSC through Challan on or before the closing date. The same alongwith attested copies of all the documents need to be submitted to the Commission within 10 days.

vi)           Applications must be submitted within stipulated time as no extra time is allowed for postal transit. Applications if submitted on the last date must reach the Commission’s office by the closing hours.

vii)          Applicants married to Foreigners are considered only on production of the Govt: Relaxation Orders.

viii)         No applicant shall be considered in absentia on paper qualifications unless, he/she possesses exceptionally higher qualifications than the minimum prescribed qualification for a particular post(s).

ix)           Employees of Govt:/ Semi-Govt/ Autonomous/ Semi-Autonomous Bodies may apply directly but their departmental permission certificates shall reach the Commission Office within 30 days of the closing date.

x)            The Zonal and Merit Quotas shall be strictly followed in the allocation of seats. Government reserves the right to fill or not to fill any post.

xi)           All candidates appearing for competitive examination will be allowed three chances for each individual examination while four chances will be allowed in combination of different competitive examinations. Where the candidates remains absent in the competitive examination his chance will remain intact. However, if he appears in any one subject, he/ she will be deemed to have availed the chance.
